Baltimore's current mayor, Brandon Scott, ran his 2020 campaign in part on a promise that he would defund the police. Citizens and activists were confused however when his proposed FY2022 budget actually increase the Baltimore Police Department (BPD)'s allocation by 5% over FY2021. This paper explores in depth two complicating factors behind this decision - the entrenched BPD itself, and the city's fragile budget.
